Ugly Cabinets

The numbers made sense for me, so I went ahead and purchased this townhouse with horribly ugly cabinets. So ugly, my painter doesn't want to mess with it and I got a quote from another handyman and he wants $1200 to sand and respray it (Labor Only) for just the kitchen.

This is a 1400Sqft townhouse, 3 bed, 2 car garage, built in 1980 and should rent for about $800/mo.

I have these ugly cabinets in the kitchen, downstairs restroom, 2nd upstairs restroom and in the master restroom.

What do you guys think I should do?
Here are some of the things I was thinking about doing.

1) Replace the downstairs cabinet with a cheap pedestal sink you could get for about $100 without faucet at Home Depot.

2) Sand the kitchen cabinets and respray them white.

3) Knock down that kitchen wall.

Not sure if I should replace the cabinets in both the upstairs bathrooms.

Should I remove the shower pan? Maybe it can be cleaned.

Why do you have to "sand them down"? I clean cabinets; light sand or wipe on a liquid sander/deglosser; then use a good primer--one that sticks to anything--or you may be able to use one of those combo paint and primer in one if your paint is in good shape and it is latex.
Cleaning is so much cheaper than replacing the shower pan! Is it dirt and soap scum?
