Lower Price or Lower Property Taxes???

Hi!

I am currently looking at properties for my first home! I will be using the VA loan 0% down with 3.77 percent interest. This will also be a house hack property. 3/2 renting out the other two bedrooms. Both properties are updated to a certain extent. The lower taxed on has concrete flooring throughout the property. Owner will through in a flooring allowance but won't disclose how much til an offer is made. With that being said, which out weighs the other? Should I look for a property with a lower price but higher property taxes or a higher price with lower property taxes?
