Writing offers on properties

I hear on podcasts that a lot of investors make offers on properties fairly often. I was wondering how you go about this? Do you have to be a real estate agent to write offers? This may be a really simple question but I'm a newbie and I'm don't understand how some people make a couple offers a week/month.
