Repair or rent as is

Need advise from community

Just bought my second single family home in Houston. Price was just over 100K. House looked in decent shape when i did my walk around. Definitely livable. Roof looked like it needed to be replaced soon though. Also no central AC units, just 3 window units and old central heating

I called my management company for some advise , since they are managing my first property .

Management company is saying that there is no need for inspection , no need to repair the roof since it s not broken yet. No need to take the old refrigerator that comes with the house and no need to put new washer and dryer. He is saying that it’s easier to rent out the house as is.

I wanted to invested some $ into repairs and make it so this place is perfect and no one would ever move out , and possibly charge a higher rent .

What are your thoughts on this? Is the management company right ? Or they trying to just bill me for future repairs that they will do themselves?
