What to do when rates are high?

What do investors typically do when interest rates rise? Do they sit and wait for them to drop? Buy anyways and refi in the future? I'm looking for my first deal (even in this whole Covid-19 dilemma) and I am unsure of what to do. My lender says to wait an extra month since rates are so high at the moment. Is that wise?
