home inspection fix: 350 SF flat roof. Does Co. need a permit?

Hi

I'm selling my home & it is under contract.  the inspection said I needed to replace a flat roof over a my living room. if I hire a licensed roofer, can they do it without getting a permit? or would that not be ok for the closing? trying to get it done quickly. thanks for your response.

It depends on what your local laws/rules are. Some states wouldn't some states would.
