Areas of active soil in Texas

Hey guys!
We are considering to purchase a property in Texas, and seller's disclosure revealed a foundation repair. It was also stating that the structure was situated in an "AREA OF ACTIVE SOILS". My 1st thought is that the foundation issue will come right back, since it's an area of active soils!!!
Also, we just had an inspection done on a another property, and the inspector's report was stating that it had exterior and interior cracks, however he noted that it's pretty COMMON for the area because of the "type of northern soils"...

It seems to me to stay away altogether from an AREA OF ACIVE SOILS and not even look for an investment property there... Maybe I am mistaken, but it seems this will be a never-ending foundation repair issues...
What do you guys think?
