Homepath Listing Agents -- Got a FIRST LOOK question for you!

Have a property that I want to Owner Occupy it is a fixer upper, it has squatters. The listing agent says it can't be shown and not accepting any offers. There were 17 days "first look" when I first saw the property on Homepath, the clock on the "first Look" on Homepath website keeps ticking.
He doesn't want to let anyone see it, he says it's on hold, but everything on the website of Homepath points to the time running.
What if he is just saying that to everyone so whatever offer he may have is the only one available/ or letting the "First Look" time expire so his investor friends can jump on it? I don't want to think badly but the only thing stopping me from putting an offer IS the listing agent, it's been OVER A WEEK and the time continues on the homepath website and somehow he can't show it or take offers, it just sounds so shady to me.
How can I find out if it truly is on hold? Who can I contact and what do I ask them specifically to verify? Again, this is for me to OWNER OCCUPY, I plan to move in and work on it while there and stay there for AT LEAST 2 years!

Make an offer contingent on inspection without seeing It. Especially if this can be done online to register your offer.

So if it says its and "online offer" my buyers agent should be able to place it without the listing agents approval?

Yes, the offer goes straight to homepath as per my agent.
