Phoenix, AZ Area, Family Friendly

Hello everyone, we will be moving to California in the summer and would really could use some advises. We are looking at Goodyear or Gilbert area. We have 2 kids so we do want some where safe and kids friendly. We probably won't stay there forever so we would like to choose a place that have good investment for rental when we move as well. We know that ADU for rental is not really "legal" in AZ, so is there any other suggestion to house hacking here?

Any additional area we should look into?  I really appreciate all your help and input.

@Van Ngo I agree with  @Kaiser Johnson Tempe is more similar to SD...as similar as you can get in the desert. Chandler is pretty similar to Gilbert, but it has a little but of everything; Old, New, Farm lots. 
Arizona is much different than SoCal in that almost all of Phoenix is pretty similar in look and climate. Where as east/west SD county have a huge difference in look and temp. 
If family friendly is your focus, east valley is a great area. To @Daniella Lamis point, there's been a lot of growth and there's room for more in Queen Creek.
