Negotiating Pricing

When you buy a property, for a buy and hold strategy. What do you typical try to buy the property for? I've read several articles saying 80% of the market value. If I wanted to buy a property that's assessed at 250K and they were asking 174k, my goal would be trying to get it for 160k. The cash flow numbers are good, and its in decent shape. Just looking for opinions.
