Best rates for investment loans currently? / TIP?

Interest rates for investment loans jumped from a little over 3% in March to 5%. Where can you find a good deal anymore for investment loans?

On the estimate I got the Total Interest Percentage was 93.669%, which seems extremely high to me. What do you all think?
