Possible Columbus GA investment

Hi all, 

I am writing to see how you guys purchase your out-of- state investment property. I saw one property in Columbus GA that interests me (which needs a lot of work) I am based on the west coast. I am curious about how you have the property inspected/checked. This will be my first rental property I am planning to buy. My goal is to create cash flow. The major concern is the safety of the area. I spoke to any real estate agent (who I find it very official. The answers are not to the point)
