Porch or fence or both?

So me and a friend are having a debate, about a house im flipping. I wanted to close in the yard with a nice fence for privacy, and they think the money is better spent pouring a nice size porch with a covering. (I live in new orleans area porches and balconies are very popular, but its a 5 bedroom house i think might be more meant for a family with kids)

What does the competition have and what are the neighbours like?  If the neighbours have rundown yards, a fence might be better.
