Outsourcing Cold Calling

Has anyone had any success outsourcing cold calling for off-market leads. We are looking to hire someone for this role but haven't had a ton of interest. We also looked at a company based in the Philippines that hires on our behalf but we haven't had much luck there either. Any suggestions are greatly appreciated!
