Burned Apartment House

Hello experts,

I found this apartment house that is abandoned, with some fire damage to the back of the property. It looks like someone wanted to start repairs, but decided not to. I am asking if burned property is ok to sell. I guess it depends on the extent of the damages, but I am sure that it could be rehabbed if someone bought it. It doesn't look from what I could see inside as if the whole thing needs to be torn down. But any advise or what I should look for would be helpful and much appreciated.

Also, I have a question about connections. I decided today to ask the mail courier to let me know about abandoned properties that he may come in contact with. Is this ok? I just did it on a whelm because he was there answering questions for me. He said ok and I gave him one of my business cards. But I figured if took the bait, it would be a great resource for me and I would pay him a fee. What do you think..
