Stabilization period in South Shore

I acquired a 6 unit in South Shore in April, but we're having a tough time finding renters and filling vacant units.

How long does it usually take to fill a turned unit in your experience?  And what's the best strategy?  Rent level?  Waivers?  Free rent?

I'd love to hear from owners in the area.
