Consultants for mixed use building management

I have inherited a mixed use building. It's been a challenge as things were done in a very non conventional manner. Tenants speak mostly Chinese. Trying to digitize admin, do some modernization but overall it's an old building. Trying to figure out code compliance but don't want to start asking the inspectors for advice. Anyone know of consultants that are honest, ask for a fair price and can give good advice? Thank You
