HomePath and no required Apprasial.....

With there being no required Appraisal on HomePath listed properties, how then is the property given a " Value " ..... is it based on the Contract price?

I was thinking that an Appraisal would be necessary to get an accurate ARV, thus giving you a price to base your Offer price on.
