Ohio Specific REO Wholesale Question!

I posting on the forum and not going through a search, BECAUSE it is a state specific question. I want to whole sale a REO, but what I am wondering about is,

1.) If I put a offer in , and gets accepted.....Do I have to HAVE  a buyer lined up before hand?

2.) I will of course have a contract with a bank (and have to do a double closing obv) Do I have the buyer sign a sale/assignable contract for the home? 

PS; I do full time whole sale in Cleveland - smaller market :(    I am very familiar with wholesaling , so I just wanted to clear this up!
