HUD and Reverse Mortgage-CA

i found a property that is vacant and on MLS for sale, but it is HUD owned and it was a reverse mortgage under 206.125 Acquisition and Sale of Property. This home is overpriced by about $75K due to condition. Anyone know how long before the HUD will accept offers below the asking price? And is it worth it to submit an offer anyway? Property is located in CA. Thanks.
