advice on finding direct info on foreclosed home in Oregon

Hey guys, 

My question is about buying a foreclosed home Oregon.  I am interested in buying a foreclosed home for little or no money down.  I am trying to figure out which bank owns the home or which direct realtor is working directly for the bank that owns the home.  There is no physical sign at the home of the house being for sale or any signs in the windows for a phone number to call.  But it is up for sale on all of the major realtor websites.  They house is unoccupied and thinking to ask the neighbors if they have any info for me tomorrow.

Is there any public record I can look up to see which bank owns the home or how I can get in touch with someone directly to speak about selling the home?  I would like to see if they would be interested in selling with little or no money down, and convince them it would be a good idea so I can take over their payments of monthly mortgage.

This would be my very first real estate investment home so Any advice is good advice since I am a newbie.
