HUD should I pay for home inspection?

Question

I'm accepted for a HUD house. I've already calculated I need a new roof, foundation repairs, new HVAC, and updates to the house. Now I call home inspection and they want $500 for a report and I can't turn on the Plumbing or electric for this inspection. I'm wondering if I'm wasting my money or do you think it's worth it? I already know there are problems with foundation, but it would be nice to know plumbing and electric. I even called one guy and he told me I'm basically wasting my money if they can't check plumbing and electric. The electric appears to be on but the breaker has everything off except the sump pump...

If the PCR Report indicates an issue with the electric or plumbing no matter how minor, you will not be allowed to turn on the utilities.  Could be an issue as minor as a bad shut off valve.  You can test the plumbing by doing an air pressure test. Your agent can provide you the PCR report from HUD

HUD generally won't allow the utilities to be turned on, if off.  Flip the breaker, have a plumber do a pressure check...or just hope.

I am a HUD broker in PA. If the pressure test failed during the initial inspection by the FSM, they will not allow you to turn on water. Also, in my region, investors would not even be given this opportunity if the plumbing did work. With that being said, I would have the rest of the house inspected (structural, etc.). Maybe you can negotiate with the inspector for a better price since they will not be there that long checking utilities.

@Tom Gilford You're supposed to be allowed to have electric and water turned on. What's the issue?
