Would it be advisable to invest in a property in downtown memphis with a listed cap rate of 13% and advertised 100% occupancy?

Downtown Memphis can be a "hit or miss" in my opinion. I'm an investor, I manage local and national investors and going to downtown Memphis is not the first place they ask about or the first place I take them. That said, if its a "deal", then its a deal!
