Delinquent tax list file question

Hi, I live on Orange County Texas and am just starting to get into the real estate/ rentals/wholesaling business. I went to our local tax office and got the delinquent tax list for my county which they gave on a CD. They gave me 2 files, one is a layout and the other is the list. The layout seems to be a PDF file and the list opens in a .txt file. How do I properly open these to view them? When I open the list all I get is a name and sometimes a address but that's all. Is there a program I need for it? Thank you for the help in advance.
