liens on foreclosures

I understand there alot of "shoulds" in the post but:.....It is my understanding that the only liens that survives first mortgage foreclosure are HOA, prop. taxes, utility bills, irs liens which has a redemption period as only recourse, and liens recorded before first mortgage, which unless bank and title company really messed up shouldn't exist. And prop taxes should not be late because bank should be aware and take action first or taxes are usually part of escrow. So that leaves hoa (wouldn't exist if not in neighborhood), utility, irs.( I do understand things can pop up after foreclosure after the foreclosure) So as long as you are bidding on first mortgage there shouldn't be any surprises.
