LA Housing Dept Rent Escrow Account Program REAP

What type of lien is a REAP? Does this come priority over the 1st loan in CA at a foreclosure auction? And if I win the 1st Loan at auction, does the citation from the REAP need to be paid still? Does anyone know? thanks!!!!
