SONYMA??

I called an agent on an REO property. He said that the bank was "Sonny Mae". When I googled it I found SONYMA - So I will assume that they are one in the same. I am trying to figure out a couple of things about this process for this particular property:
1. Has anyone dealt with "SONYMA" and if so may I have some insight on their negotiating tactics?
2. I am a newbie and heard that when you by properties from government or state entities, you have to hold the home for a certain period.
3. Where can I find information on the process of buying these types of properties? (step by step if possible)
