What are the steps/tools for approaching a pre-foreclosure?

Hey guys! I have a friend looking into this pre-foreclosure. I’m not qualified enough to even know how to approach this but I want to make sure my friend knows the right steps and I can learn a thing or two myself.

What should I start with? I found a pre-foreclosure on Zillow. No phone number so I figured maybe dropping off a letter asking the owner if they would be willing to sell for what they owe the bank ? What’s next? Any legal information I need to know. What happens if they are willing to sell. Does anyone have a recommended podcast/tutorial video on this topic ?
