Mobile Homes on Lots near Minerva Ohio

Hi everyone, 

I've been in contact with a seller of a handful of mobile home lots outside of Minerva, OH. The deal looks good on paper, but it was brought to my attention that one or two of the lots get significant water every few years as a nearby river floods. Does anyone have experience in this area?

Also, does anyone know property values here as it pertains to buying lots only, or mobile homes on lots?
