Apartments in building with two shared walls...

Is it possible to legally change use from office to residential if the building has two shared walls preventing you from adding egress windows? Thanks!

@Travis Frenchak Most of the units in my building have two shared walls. The windows are in walls three and four. In order to change use you  will need approval from Zoning.
