USDA 10% down on multi

In Brandon Turners book “investing in real estate with no (and low) money down” he mentions that even thought you can not use the USDA loan on a multi family, the USDA does offer a 10% down on multi whether you live there or not.

I tried asking my broker about this and she had never heard of. Has anyone ever had success using this?
