R5 Zoning - Triplex to Quadraplex

Hello,

I'm looking at purchasing a triplex with a 4th unit that can be finished as well. I was looking into the zoning, and its zone as an R5. Does that mean that it's technically only supposed to have 2 units, and adding a 4th to the mix would be impossible?

Any advice would be helpful!
