Question about hot water heaters

I’m working on an 8 unit building that is undergoing major renovation. If you had your preferred option would you go with 1-2 large hot water heaters to service all 8 units or individual water heaters in each of the units?

    Definitely put 8 water heaters in. Separately meter all units if not done so already.
