Flooring for apartment units.

I'm an investor looking to build  a 12 unit apartment complex in bay city tx. I've been doing mobile homes and am new to apartments. Wanted to get advise on flooring for multi units. For bedrooms is it better to go with laminate vs carpet? Would it make sense to put ceramic tiles in all rooms?T
