What to do about illegal runs from the cable box at the street?

I have 5 4 unit buildings.At the street is the main plastic box in the ground with the slide off cover for cable. These cables are supposed to be underground to connect.Instead some cable are running on the ground to my building and other buildings.

I think tenants are illegally tapping these boxes for cable.

2 problems:

1.The wires on the ground are trip hazards and unsafe when mowing the yard.

2.I don't know who to report this to?? A professional cable company doesn't run crap on the ground.We are deregulated so have Comcast,U verse,etc. that all provide cable.

I don't know who owns the actual box every cable company connects to in the ground at the street is the problem.Same with box attached to the side of the building.
