Plumbing issue after moving in to the newly bought property

Hello,

I am facing some difficulty in what can be done in terms of plumbing issue I'm experiencing in a property I closed back in Jan 30 but didn't move in until last week of Feb. The entire drainage system isn't functioning properly and it causes some staggering in the bathtub. Basement pipes are dripping and utility tub is filled up and I am very cautious in using water inside the property. After reaching out to the sellers, they mentioned they have a newer sump pump which is less than a year old. This sump pump is not running and if I do let it run it causes smoke from within hence the plumber adviced to remove it from the outlet. 

I understand there was inspection through the buying process which the inspector didn't find anything regards to plumbing. I am looking to see if there is anything I can do from my (buyers) stand point to hold sellers accountable for this mess.
