FHA FOR 17-38 APT UNITS POSSIBLE?

I'm looking to make my first purchase. But lack the funds to use FHA 3.5% DOWN. Does that goes for apartment units or just houses ? And how do I obtain the amount without using any of my money to do so; if applicable?
