If a person had 2 acres of land would that be enough to start an small RV park? I’m looking at a piece of property that has no restrictions with a house and 2 acres.

Ten spaces per acre is a good general guideline. Twenty spaces will require a lot of effort from you since it won't be able to support much employee labor.
