Found a 13 unit apartment complex

I am currently looking for something like a duplex in the delaware county chester county area of pennsylvania. Through my searching ive recently found a 13 unit apartment building that i think could be pretty profitable. I don't have the fund for something like this, and it is being sold by the owner. I don't wanna miss out on making a deal that could be worth so much. Any advise on how to go about moving forward to this, am currently pre approved for a mortgage, but no where near the price they're asking. Have a decent cash reserve as well.

@Patrick Brodeur If you think this could be a great deal, and you can run a report to support it (like here on BP in "tools"), then I'd recommend trying to find financing, either through the gentlemen above or another private lender.  There are people out there that have money to lend if the numbers look good and they feel they can trust you.
