submetering or RUBS in southeast Texas

Has anyone had success implementing RUBS or submetering an apartment complex in southeast Texas? More specifically between Beaumont and Houston? If so, could you send me a contact? I have a 28 unit near Beaumont with landlord paying all the water and would like to make it tenants responsibility.

Depends on your clients goals i suppose. Are they trying to submeter purely to lower expenses and raise NOI to sell in 2020? If they have their sights on holding this cash cow for awhile then I would analyze the cost benefit of doing this project. Otherwise just initiate RUBS at fraction of the cost. Cost really only being loss to lease and time with property management.
