Build and Hold rental properties

Would you consider a build and hold residential strategy to ever be a viable one for a smaller investment company? Is it better suited for the bigger players on larger projects? Would it be typically Better to build, sell and move on to the next thing until a certain point?

What are the best circumstances in which implementing a build and hold strategy would make good sense for a smaller investor?
