Covid 19 assistance for losses

I live in one unit of my 4Plex that's get away from a college campus in Iowa. After covid 19 I ended with two vacant units that I struggled to rent as the students were no longer attending in person. One tenant and myself remained, that tenant did not pay rent during the moratorium while I continued to pay the mortgage from my savings with no income. I have supplied him with the information needed to apply for rental assistance through the IMPACT program but have not been successful in getting him to submit information for assistance (in Iowa the tenant must apply, landlord can't). Either way I will have had losses in income for the year.

Are there any pathways to recoup this income via business assistance for the difficulty in finding tenants or getting rent?

Can I file for IMPACT as a tenant and landlord for my apartment even though the mortgage is in my name?
