NET MIGRATION GROWTH

When you are studying MSA net migration what does it mean if lets say net migration in 2009 was 4,000 and in 2020 net migration was 2,000. 2  years of the 10 years was negative net migration but 8 of the years was a positive net migration. One year's  net migration was 8,000, one year's net migration was 6,000, another year's net migration was 5,000, and the rest of the positive years net migration was 1,000. And there were no particular ascending or descending trend in the net migration. Is this a bad thing or a bad thing? is it a bad that the net migration shrunk by 45% from 2009 to 2020? Or is it   a good thing because the net migration  was positive for majority of the years in the past decade (it has been positive net migration for the past 8 years )?
