Question about demolition

Please I need some advise:

I have a property that needs to be demolished. The city has cut the electricity line but they are saying I have to pay to kill the gas line.

My contractor says I shouldn’t have to pay for it.

Anyone with experience demolishing? What are the steps?

We already took care of plumbing too.
