Parcel Mapping and New Home Development Assistance

Hi, I own a 41,00 sf parcel of land in Oceanside about 1.5 miles from the beach. It currently has a 3/2 main house that is my residence and a 1/1 permitted ADU. I have a vision of building 3 houses and 3 ADU's (4 lot split) but I have never completed a project of this type and scale (I have renovated, flipped etc...) I am looking for assistance with getting this project off the ground. Primarily initially with parcel mapping.

I have received bids from local surveyors who want $90k + for the parcel mapping service for a 4 lot split. My loan guy has told me that I need to come out of pocket for this but if I do so I will not have the down payment necessary to secure the construction loan. I am also struggling to understand what type of improvements the city will require in order to build on the property.
