Land for tiny home on lake

We're considering buying a 3 acre lot with a cleared site but no current utilities. Lake view without direct water access but a ramp 2 min drive away. We'd like to place a tiny home for a STR for the next 6 years and then build a 2/2 once our youngest is out of high school.

currently own 3 LTR in Indiana where we reside.  Considering selling one to find this project. 

question- what does lending look like for just land? Down payment, rates etc? We'd pay cash (HELOC) for any additional development. TIA!!
