Dealing with FEMA flood designations

I have been searching for FEMA designations of 4A, which is in a low-lying area of southern New Jersey. I have been told FEMA will re-designate this area as 4E.

I can't find the appropriate  description of requirements  for either of these zones.  Can someone provide help- thanks   we have
