$21,000 foundation Help

Hi I recently purchased this property and there isn't a perimeter foundation  or stem wall.  I have had a few quotes to install a 24" deep by 12" W.  If I don't address the situation, I am worried that financing for the new buyers would require upgrade to satisfy the lender.

Any suggestions on how to proceed?
