Land Development / Subdivision in North East PA

There is this 8 acre of raw land ( pretty much flat light to heavily wooded) in North East PA. 

Crunching up numbers to see if the land development will make sense or not. 

Can anyone help me find out the approximate cost of following 

(Land has houses on one side and other side is commercial strip mall

so utilities are there and in fact sewer line easement is on the land)

1. Cost of Clearing Land for subdivision?

2. Cost of Grading for subdivision?

3. Cost of constructing 24 feet wide 700 feet in lenght asphalt road?

4. Cost of curb and gutter per linear foot for around 1500 feet?

5. Cost of getting Sewer line layed out per linear foot?

6. Cost of getting Water line layed out per linear foot?

7. Cost of getting Eelectric line layed out per linear foot?

8. Cost of getting Natural Gas line layed out per linear foot?

9. Cost of Engineering to subdivide?

I am in feasiblity study stage so any help would be greatly appreciated.
