Property survey issue. Need some advise plz

Hi all. New to site. I have an issue and would like some feedback on the situation so I can decide on a plan of action.

I live in Leander, Tx(Travis county) and I financed solar panels about 1.5 years ago. The county wont issue a permit because there is no subdivision plat for my property. Only a metes and bounds survey. The property was originally 10 acres the was plotted out to 3 separate properties. Each property has a house on it. My plot was the second splitted out property. My house/survey was done in 2001 and I bought the house in 2012. I am a bit frustrated about the whole situation because had I known(how was I was supposed to know) I would not have bought the solar panels. I am stuck paying for solar panels that I do not have yet.

Here is my dumb question...Can a surveyor compile all existing 3 metes and bounds surveys into the subdivision plat for submission to the county? Nothing new has been done to the 3 properties. They all have what the surveys show.

Or will the surveyor say "oh no..all 3 properties will need to be re-surveyed"?
